It does say "I do not consent to any expansion or modification of this mod by any third party". I'm not sure if this applies to character replacers though.
She's mentions that she prefers if people ask her first and primarily doesn't want any that change her skin color. Obviously I can't speak for the mod author, but I get the impression that she just doesn't want people drastically changing it rather than being entirely against changing her look at all. That is to say, making her skin slightly lighter or darker is probably fine (especially given that lighting conditions in-game and in screenshots can impact both the reference and replacer) so long as it generally maintains her intended appearance, but something like making her a pale-skinned nord or green-skinned orc are vastly different than what the author designed her to be. I feel like this one is probably okay.
Add in that she only added that note with her latest released of the mod, I'd hazard a guess that she's probably not going to have a huge problem with those that were made and released before she said anything about it. It seems like more of a "going forward, I'm asking that people respect these new rules" type of thing than a retroactive "anyone that's already put in the work and released a replacer needs to take it down" type of thing.
Hi Chooey. Running SkyPatcher - SE 3.9.0 today and your overwrite is not applying to Feris for me either. I'll track this mod for changes in the future.

I don't know what this is a replacer for, but whatever that mod was it appears that whatever that was is gone now!
But just as heads up, If you are a fan of certain old and sometimes badly treated franchise! The images of this mod alone will cause you to hear a certain theme in a seemingly never ending loop....this theme:
