I had the exact same scenario as you; the combo of High Level Enemies and SIC resulted in almost every Draugr being equipped with some combination of Unrelenting Force, Ice Form, or Disarm. I also had other mods that made Draugr much tankier, more aggressive, with more special techniques, and more numerous overall. It was a nightmare having an endless stream of shouts stunlocking me into oblivion as I lost my rare and heavily modified weapon in some dusty corner of a Nord barrow.
I ended up looking into Draugr Don't Shout, which inspired me to create my own mod that included all the shouty baddies from High-Level Enemies and SIC, and curating it so that only the highest ranks of Draugr and Draman would have shouts (and removing all shouts from Skeletons because wtf skellies don't have shouty organs), with a near universal ban on Unrelenting Force, Ice Form, or Disarm. It was kind of a pain in the butt.
Check for conflicts with SSEEdit. The mod works by assigning keywords and condition, so it could also be an incompatible NPC overhaul mod which adds new keywords to enemies (or new NPCs not coverd in general). But as mentioned, I didn't make the mod, I just ported it.
Does this mod prevent Draugr Death Lords from shouting altogether? I had just entered Skuldafn, which is swarming with Death Lords, and got fed up with being knocked down all the time. So I installed this mod and suddenly no one was shouting Unrelenting Force at me anymore. Except for the Death Overlord I just met in front of the Dragon Claw door.
I've confirmed my issue above by disabling your mod, and going back to the Skuldafn save I made right before adding Knockdown Immunity. There were around half of the Death Lords left at the time, and they all shouted at me again, like there was no tomorrow.
I found two conflicts in xedit so far, but am not sure if that causes the effect above: 1. Ultimate Shouts (condition records) 2. Realm of Lorkhan. You're adding a lot of vanilla item records back to the Actor, which Realm of Lorkhan removes. So a new character will wear a helmet and armor in Racemenu, which are kind of in the way.
I guess? Afaik it's all based on the resistance values and conditions. If not with a mod you can probably set these with the in game console by using setav
I just read a thread where multiple people claimed that 51%+ magic resistance makes you immune to getting blown away by unrelenting force. Anyone know if this is true?
If the Dragonborn can survive the greeting from the Greybeards, there is no reason why they should be vulnerable to a simple Unrelenting Force shout any longer.
