I have been avoiding any 1.71 header version esl mods because I am still using SE 1.5.97, and if I don't know because there's no notice of what version of Skyrim when I download, I delete once I find out, but I somehow figured these would be given how new they all are and decided to anyway, after seeing what you've done to Valtheim I really wanted to see what that was like, so I downloaded that, yep, sure enough newer esl type, but I reinstalled the backport thing and downloaded all of your location mods (minus the player home). I had to check these out. I must say, this is the best edit of White River Watch yet (there are several others which I have). I like how the inside is familiar but less cramped, and no longer just a cave, and the outside towers all fit nicely with the land, as if this were an actual fort (still is, for the bandits).

Just one suggestion: to match the new imperial fort theme of its interior and exterior, instead of a cave style entrance, a fort door style entrance would match it better. Entirely inconsequential, but something to give it more aesthetic congruency.
That was something I thought about but ultimately I wanted to keep the cave entrance. This is a cavern with a fort built around it, which is why it has both the imperial fort and cave assets blended together in the design.
A patch would be nice for Skyrim Realistic Conquering. Not sure if we will get that though considering how much changes were done to this place. Might be better to see if the SRC team could make a patch for this instead.
A few friends are working on some patches for various mods. Ones with more complex systems or would require more on the other mods' behalf compared to mine would be more than likely the one either I or another will reach out to for a patch.
I really want to put Lawbringer functionality in your locations, few has it already, but I don't know how it works with coding and script, I contacted EpicCrab for a tutorial. Might give it a try.
Thank you! This location shouldn't be different than any other requiem location to my knowledge, the increased amount of enemies isn't dramatic and feels natural to the game.
