Detailed NPCs is my suite of mods that equips various items to NPCs relevant to their roles (e.g., guards, mercenaries, farmers, etc.). As a result, Detailed NPCs enhances storytelling through small visual cues that provide insights (even clues!) to all the wonderful (and not so wonderful!) NPCs in game. Many of my mods can be used together to create layers of meaning.
Here's my version of the _DISTR.ini if anyone else wants to use it. Basically distributes a random cloak of the 6 covered by this mod to all bandits, Stormcloaks (sans Ulfric), Forsworn, and miscellaneous fighters (Adventurers, Hunters, Spellswords, etc.) at a 10% rate.

this will distribute a random pelt to any npc in the cold holds: The Pale, Eastmarch, Winterhold and Hjaalmarch; except for guards and children (on children the pelt doesn't look good)
remove these lines “-0x086EEE,-0x02BE3B” if you want to include guards
if you want some lore immersion you can add “-NordRace” so that pelts are not distributed to nord npc
It is to prevent Alesan from receiving any pelts, he's a boy added by hearthfire edit: simplification of the line so that no specific IDs are needed; no pelts will be distributed to any child.

The others ones are.
If you look XEDIT, the "VMAD" for this item is missing in "Magic Effect".
I think it may be the reason ! :)

no npcs seem to equip the cloaks in game. I have the HDT version of this installed for the HDT version of the cloak mod. what could I be doing wrong?
edit: my bad, elder was the only option enabled for me by default, and I just needed to give other npcs the cloaks.
