Is there a way to simply make them 100% recoverable at all times? Also is the .esl flagged?

Thank you so much for this! There was a mod for Skyrim LE called "Get Arrows Back" that essentially gave you back every single arrow you shot, and this is a great alternative to that for SSE. Thanks again! =)
