Unfortunately, no. I sent InsanitySorrow a PM requesting permission a few months ago (on September 2nd of the past year) and, as of the time of writing this, that message has not yet been read. I'd like to publish the mod, but it's not up to me.
It's probably been long enough that you can assume your PM got lost in the shuffle, I don't think it would be rude to try asking again. Has he been online at all?
Copypasting my previous reply to this question from Expanded Skyrim Weaponry's Meltdown page, as it remains valid:
I considered making one such edition in the past when Heavy Armory was still in my load order, but chances it will happen now are slim. Not only would I have to ask PrivateEye for permission, I also do not have free time in abundance at present. What little time I have for modding right now, I have been spending on another mod that I haven't yet decided whether I'll release or not.
Mind you, I'm not claiming that mods such as these (Meltdown) are at all *difficult* to make, but they do take a few, rather tedious hours of copypasting records on xEdit, making sure that ingot yield is the same as invested in crafting, etc. Not particularly fun.
I still have a Lore Weapon Expansion Edition release-ready pending InsanitySorrow's permission, but I make no promises regarding Heavy Armory.

To answer your question: yes, I already have created a file page for LWE Meltdown (it's hidden) and have the mod itself release-ready, but as stated in this mod's description, I'm still waiting for InsanitySorrow's permission to publish it.
If/whenever InsanitySorrow allows me to publish a Meltdown mod for Lore Weapon Expansion, I will make it publicly available.
