When I built it in the kit I used elements from the DLC's and Update.esm That is as helpful as I can get for your problem. In my experience, Mods not loading (that others have had no issue) is typically a Load order issue, or a Mod conflict.
I love this. It adds a perk to being the archmage, that isn't unbalancing, and it would make an excellent jumping off point for high-level quests. Anyone with such a quest for mages could simply make a patch adding a book or note to the library.
Suggestions:
1. Reduce the books available in the library to a more limited selection, that might be of interest to an archmage PC. Given how difficult the place is to get to (becoming archmage is no mean feat), those books should include both the common texts on magic and history, and the uncommon ones, and even many of the rare and very rare books. I would cull most of the common books that wouldn't be useful for someone doing research.
2. Put a cot somewhere. Not a big comfy bed, but somewhere a mage can rest if embarking on a long research project in the library.
3. A note next to the key, informing the new archmage of what the key is for and where the library is.

It could be even considered an extended reward for the quest becoming archemage and therefore qualifying for "Quest and Adventures"
