      This is a true dummy and does not require skyrim together to load. And it doesnt add anything. Idk if it is compatible with tundra homestead

   It's just a Dummy_Plugin.esm file, right?

      Yes exactly. So you can use the mods that require FISH or unofficial patch, without having to have clutter items and animals spawning.
      
      It is very similar to the dummy plugin that removes the tundra homestead (which shouldn't be used with STR, nor with landscape fixes)
