I think the only thing that I may have to look at is if you export high poly heads for elders with this mod maybe there is a small edit or two to be made. Not sure.
tldr how to install this hair mod:
> Install High Poly Head 1.4 using Vortex or any mod manager > Untick or don't choose the High Poly Hair option there
> Install High Poly Vanilla Hair (https://www.nexusmods.com/skyrimspecialedition/mods/41863?tab=files)
> Install Vanilla Hair Remake (https://www.nexusmods.com/skyrimspecialedition/mods/63979/?tab=files)
> Install this mod with the High Poly Head option or High Poly Head + facegen morph if you use it

EDIT : Apologies, the problem was updating from 0.6 -> 0.9.9 of Random KS Hairdos HDT SMP for NPCS spid... Had to downgrade and now Vortex isn't throwing any errors.
1) the (b) varieties of many hairs converted to female humans appear to be using the incorrect hair as a base, essentially they aren’t getting the shaved head pattern but a random Mohawk style on top of the intended hair style.
2) are there plans to convert the other red guard hair styles to other races? I only see the full head of dreadlocks but not the dreadlocks with shaved sides or braids.

2. Redguards have small afros or different shaves, which I am not particularly interested since it is not covered by vanilla hair remake mod. Dreadlocks with braids are unknown to me.
Here are some images for issue #1, both the regular version of the hair and the (b) version:

And here are the redguard hairs I was curious about as well, but totally understand if they are just no covered by the mod, though I do see that hair #8 is in the vanilla hair remake and was converted for Khajiits at least:

I'm using Vanilla Hair Remake (with Vanilla hair remake SMP - NPCs) with 3dnpcs. Vanilla NPCs are all getting the SMP vanilla hair. But, the NPCs added by 3dnpcs aren't getting SMP hair.
I'm looking for insight into whether this is because I have a faulty installation or if there is something I need to do in addition to installing two mods.

Mods that add npcs do not change like the npcs already in the base game, they require additional change.
For npcs with these styles I suggest my mod Immortan, which also adds them to mods that add npcs, like 3dnpcs.
I'll definitely try it. This one (C.1 - IMMORTAN - 3dNpcs - Interesting Npcs) right? Just looking to replace the hair only.

If you choose high poly head patch then you also must select in the character menu the high poly head head option.
Sorry about that chief, thanks again for your time. Honestly it's not damaging to my experience at all, just noticed every other hair save for nord 1, and the longest version have these clips at the back of the neck. Also couldn't find version 1.0.2 of the original mod, thought that may be why I'm having this issue as I upgraded to the latest ages ago.
That should not happen with the patches. And you have in all except 1?
I'm still getting massive hairline clipping with my dark elf behind the ear on her left using the Expressive Face Morph-only version
Without examples on what models I can't help much.

Vanilla Hair Remake - Unlocked (This has the meshes and original ESP in it)
Vanilla Hair Remake - Unlocked with the updated ESP from December
I keep the original Unlocked version on regardless and just overwrite with the updated ESP mod install. I've tried with both the original and the updated. To be clear, I'm trying to create a nord character and wanted to check out all of the other hair options, should they be appearing for me?
Now that I'm typing this out, I notice on the description page under Vanilla Hair Remake it says "(Works with SMP, non-smp required)" am I just dumb and did not install the required version of Vanilla Hair Remake?
I can't provide support for mo2 because I do not know it/use it. Like I said, check your game data folder, not the mo2 data folder.
I recently rebuilt my mod list based off of a guide, and did not realize I had this mod installed at all. I added the .esp to the list in the HeadpartWhitelist ini file and it started working.
If anyone sees this and has a similar problem, double check if you have that mod installed, as you have to add this esp to the list in the HeadpartWhitelist ini. I noticed the upload in the misc files for that mod, so that is what tipped me off.
