In addition to cannibals and extended encounters, I use The Dragon Cult - A Draugr Overhaul. How do you think it's compatible?I tested it in the game - they don’t appear for me when I wait.
TDC is incompatible with anything that uses vanilla draugr leveled lists, meaning that if you use TDC and EE together you will only get vanilla draugr to spawn.
Also, did you take a look at EE's MCM? Situational encounters are set to have pretty low chance (10%) of happening by default.
