    I am not gonna lie I cannot find the Manacles of Pain anywhere. I would really love them for a madman/skeever worshipper rp I wanna do.

      They are found in the Solitude Sewers, you need to go through the Saints and Seducers quests to get them, they are sitting on Thoron's table.

      Gotcha. I was wondering I was looking in wvery cell and prison area but never thought of saints and seducers.
