I love OBIS, but I wanted something simpler.
This mod will sometimes initiate eight-person bandit raids when the player enters or leaves a city or town. They will try to fight their way through the city/town to either the seat of the settlement's government (the Jarl's longhouse) or to their inn but will mostly die to the guards/citizens because... well, they're just bandits. This event has a customizable randomized cooldown, the default is between 48-120 hours.
It only uses already-existing (and unedited) NPCs from the vanilla game, so they'll automatically adapt to your bandit-affecting mods. The bandits will only attack when the player is around to either see the carnage or intervene. They will kill non-essential NPCs, if you don't want this, download SPID-Protected Citizens.
This mod currently affects all cities and towns in Skyrim and Solstheim.
To customize the cooldown length, the console commands are...
Set _ESBRHoursMax to <AMOUNT IN HOURS>
Set _ESBRHoursMin to <AMOUNT IN HOURS>
The change will take place after the current cooldown rolls over.
To change whether ESBR is currently on cooldown, the commands are...
Set _ESBROnCD to <0 or 1>
...in which 1 is on CD and 0 is off.
