You import meshes in modeling program (ex Blender), pose character, change textures and export. After that just add it to game with .esp. I never actually done it myself, but that seems to be the process.
Its not very hard to do, you need a mesh and a texture, if you want to use vanilla assets then that's easy... the game is full of them, in order to view meshes you will need a program like nifskope, in order to mess with textures I personally recommend gimp or paint.net as gimp is kind of limited sometimes. You can look at the meshes in nifskope, change the textures and then either directly import into the Skyrim data folder as a replacer...just follow the same file paths....or you can create a ESP and load them into the game that way by creating new statics or texture sets...whatever you need.
There's a script you can use in my Horse Patrol Riders mod for this. You don't even need to know scripting, simply redirect your ID's in xedit. I might release it as a standalone mod.
