Disables the execution and thief stealing scenes from happening in Extended Encounters

I love Extended Encounters by Jonx0r but the execution scene always bugged me. It felt a bit out of place in the middle of Whiterun, so I just changed the chance of it happening to 0. Prisoners rejoice!
Also an additional file to disable the scene where a thief steals from a random civilian, which was sometimes their torso armour which was a bit silly.
I've included the script for the scene but I don't think it's necessary as the script itself is unchanged.
