Are you sure you don't have any other mods installed that could be affecting vampires or their spells? Perhaps even Mysticism? If so, did you become a vampire in a natural way without console commands? And again, did you enable the plugin? The mod shouldn't have any issues on its own.
This Mod is Class. Excellent design sir, your a god sir your a god. I also recommend coupled with Pulse Vampiric Drains Sound Mod and Better VL AIO for vanilla friendly overhaul.

Yeah I noticed some people saying that on the LE page. I'm not the author though and don't have the experience to make it compatible. But if someone wants to make a patch, they're more than welcome to.
