Its a shame it can't be patched without destroying the entire cells. I wanted to make some changes myself. (moving the entrances due to conflicts with mods to cities I have, changing the ladder locations on the interior and removing the fast travel shields.)
Unfortunately all that effort just left me with the final test showing me a empty cell, some water and the objects I manipulated.
