Confirm you have the load order correct. There's not much that can go wrong unless something else is interfering with OnSleep, I guess? If you have Fallrim Tools you can look at script state for this mod qf_akhrtravelstqueststart_04b78f01.
Without this mod, Akavir's startup quest begins based on certain conditions when you sleep. This just gives you more choice - the menu should appear the first time you sleep, but you don't have to start right away.
