If you have any mods that use the courier to start quests, it can be kind of annoying to receive the same quest letters via courier, every single time you start a new game. Especially when testing.
The Chico comedian mod and the Dwemer Coloseum mod are two good examples of mods that use an immediate courier letter. I didn't want to uninstall them, but their start enabled courier letters were driving me crazy...
This mod just modifies the event handler that decides when the courier will deliver things from his container to the player. It should be very compatible with any modifications to the courier.
I've included ESL patches for delaying deliveries until level 2, 5, 10, or indefinite. EDIT: there's now also a "NoCC" version that delays delivery until level 5, even if you don't have the creation club content from AE.
Why does CC/AE matter? I forwarded CC changes to the event handler my mod edits.
The "No Creation Club" version does not have requirements. All other versions require ccbgssse031-advcyrus.esm as a master (creation club content).
