You'll have to ask Shekhinaga, as they designed Rain Extinguishes Fires and did all the work with SKSE for this mod. I just created the campfire meshes. Maybe post on Rain Extinguishes Fires for a more detailed explanation of how the mod works.
This will only cover campfires from the base game (using the original Rain Extinguishes Fire mod) or campfires added by my Diverse Campfires mod. If another mod adds a campfire (and uses a different ID) it may not be extinguished. What mod is being listed? You may need to contact the author to ask about them making their mod compatible with Rain Extinguishes Fires.
