Ah, interesting. Do you think you could make a real prison with independent cells for each prisoners? The few I've seen before, the characters don't stays in their cell and walks out of them. I was looking for something like that for my Thalmor playthrough, but can't find one that can really hold prisoners I make. Thanks !
In order to go to Prison, you will need to teleport using the Lesser Power that you will acquire when installing the MOD. If you haven't learned it yet, use the blacksmith's casting tool to create a SpellTome for 1 gold.

But think about it if you could make a real prison with different cells that keeps prisoners inside each cells, that be great.
