This looks like a stealth/crime detection issue. Remember, Skyrim (and Fallout 4) are the kind of games that have a passing insect notice you and report crimes or alert every aggressive animal and bandit to stop fighting and join forces to chase you across half the province or Commonwealth without extensive modding.
