Q: Is this better than an ENB? A: No, it doesn't look better than ENB. Apart from that, ENB fixes several issues with Skyrim that Reshade doesn't address. But I'd argue it's contextually better, on a laptop it's better because it doesn't drain GPU as much and allows for more FPS than an ENB. Also, it's set so you can configure your resolution to 720p with minimal visual notice. This makes ReShade Steam Deck friendly.
Q: I use Community Shaders, is this better? A: Let's say it's different. You can have a go at combining effects with this, I personally don't though, and tuned this specifically to work ONLY with WeReLight Weathers and Lighting Redone, and with Subsurface Scattering Shaders for Skin.
Q: Can I use this with Lux and Cathedral or another Weathers and lighting mods? A: Go ahead and experiment until you're fine with the result. I do urge you to try with suggested visual mods before exploring other options.
Q: Why not and ENB preset? A: I play on a laptop, so ReShade has yielded a better compromise between visuals and FPS - I do play the game still, so I need to get as close to 60 frames as possible. With a mobile RTX 2060 and Reshade, I get them most of the time, with the occasional drop to 40/45 when in exteriors with physics hair and clothes, a follower and a few enemies.
