Removed leftover USSEP/CC masters. Removed Navigator .esl master except in case of ESO (hard master req. for navmesh, other versions to come tbd).
In case of ESPFE Navigator, users are responsible for making sure patches load after it. All patches will load in proper location with .esl Navigator automatically.
