So, apparently the mod is working, but when I try to initiate it by using a campaing map, it won't do anything. It only appears a message saying that the map's been updated.
A common installation issue is that the plugin (.ESP file) is enabled but the Papyrus scripts (shipped in the .BSA file) are not deployed. This may give an impression in mods that they are installed but something that requires a script change doesn't work
If that is the issue, most often all scripts are not deployed. And in Open Civil War the lack of the civil war map script change will also be noticeable by other means - no additional flags, no extra colors of the flags. The extra flags positions are baked in the modified civil war map .NIF asset, still they are placed on the civil war map with the papyrus script.
So, if there are the OCW extra map flags, but there is still no interaction other than the "map updated" message (which is vanilla behavior), it would be unusual, and suggest a rare installation problem that some but not all scripts were not deployed.
And by "not deployed" I mean it either could be an issue with the mod managing software you use, or a mod conflict such that some other mod touches the same script and that version of the script ends up being used, effectively reverting the OCW changes.
