What you've done here is great. This is a much more sensible place for the glider. I remember watching the video for the original mod and just feeling annoyed that I would have to take such an intentional detour, and that even getting the gilder was contingent on an event that might fail to fire (falling Fred falling).
The best possible gameplay scenario, in my opinion, would be to have Falling Fred spawn just outside of Whiterun, but not have the glider be contingent on seeing him (as a failsafe). I think the callback to Morrowind is cute, and makes finding the glider feel more like a real event, but I really hate how far off the beaten path you have to go in the original mod (and how difficult it might be if you're using a deleveling mod). This one puts it in a more logical place, but I think Fred could be made to spawn here.
I guess I'm not really asking you to do that. This is your mod. I just imagine the mod would then feel both complete and also more player-friendly. I love the change you did make. Even if it is technically more "out of the way" in terms of distance, it is still more "on the way" in terms of the path the player is likely to take.
Going back to it being a callback to Morrowind. You didn't *need* to see the dude fall. You could still learn jump/slowfall spells without him. But his position so close to the start of the game almost guaranteed it at the same time. It was just signposting to the player both the existence of, and the dangers of that feature. Also, it was hilarious. Having Fred spawn just outside Whiterun would be a sensible change that would make it feel both complete AND unintrusive.

Looks interesting, but isn't High Hrothgar way further than Falkreath? I use Alt Start camping in the woods but vanilla starts at Helgen, so with either start here Falkreath is literally a quick drop down left off the mountain, then a less than 2 min trek along that road. Your method here seems waaaay longer and more hassle. All the way up to HH? Long. But I'll DL and endorse because I will try it. Thanks for your work!
