The Dark Brotherhood questline features enemies who are treated as a big threat, but these enemies are all far weaker than they should be, and this makes it feel like anyone could have just beaten them at any time.

This mod fixes this by making the enemies tougher.

The Dark Brotherhood questline features enemies who are treated as a big threat, which is fitting, considering the goal is literally to assassinate the emperor. Despite this, the enemies are all far weaker than they should be, and this makes it feel like anyone can just assassinate the emperor any time. 


Penitus Oculatus Agents:

The Penitus Oculatus are the primary enemies that are faced throughout the questline. They are referred to as elite soldiers, the ones chosen to guard the emperor, and they even look down on the regular Imperial soldiers and guards for being too slack and generally not up to their standards. With this being the case, you'd think Penitus Oculatus agents would be tough, at very least be tougher than regular Imperial soldiers. Sadly, in vanilla they're basically a joke, no challenge at all. It's almost like the emperor deliberately hired the worst candidates he could. 

In this mod, you will face agents who are closer to your level, and there are two new levelled agents who are stronger than even the top level vanilla versions. The strongest one is still only level 35 and the one below that is level 28, which should give a hint of just how under-levelled the vanilla Penitus Oculatus are. 

The highest levelled Penitus Oculatus agents will also have enchanted weapons. 

These new agents still aren't that strong, but they aren't anywhere near as pathetic as they are in vanilla. 




Emperor's Bodyguards:

Lieutenant Salvarus: This guy is actually just a levelled Penitus Oculatus agent. With this mod, he now has a slightly better health stat, has a glass sword with a shock enchantment, and will level higher due to the alterations made to Penitus Oculatus levelled lists. 

Captain Avidius: He is also a levelled agent, but this mod gives him an imperial sword with a shock enchantment, and he should still benefit from the levelled list changes. 



Optional "Boss" Opponents:

Rexus: In vanilla, Rexus, Motierre's oh-so-reliable bodyguard, is level 4, has low skills and has a plain steel greatsword. With this mod he now has higher skills, is level 40, and wields an Ebony Greatsword with a shock enchantment. 

Commander Maro: In vanilla, Maro, the man who stands at the peak of the elite force of bodyguards to the emperor, only levels to level 30, has no perks, and wields a plain steel greatsword and nothing else. This makes him significantly weaker than a hold guard. With this mod he now levels from level 20 to level 60, has higher stats, has several perks to make him tougher, wields a Daedric Greatsword with a fire enchantment, and a Daedric Bow with a frost enchantment, and is generally a far more formidable opponent. Fighting him will now be like fighting an even tougher Dremora Lord, instead of a medium level bandit.

Alain Dufont: Alain is a bandit leader, with the stats of a civilian. With this mod, he now levels with the player to level 20, and has slightly improved skills and perks designed to make better use of Aegisbane, the stolen hammer he has. He still isn't particularly strong, but at least he fights like a bandit instead of a civilian now. 

Anoriath: Anoriath is a skilled hunter with the stats of a civilian, and to fix this, this mod gives him some small improvements. He now has a few perks, is level 15 instead of 6, and has higher stats. 

Ma'Randru-Jo: Ma'Randru-Jo is a guard of the Khajiit caravan, and a mage, whom Nazir treats as a genuinely threatening target. In vanilla, he has only basic spells, is level 4, and uses an unenchanted elven sword. With this mod, he is now level 15, has higher stats and skills, has better spells and perks to make better use of them, and his elven sword now has a fire enchantment on it. He will now fight like a regular enemy mage. 

Hern and Hert: In vanilla, these two vampires are so pathetic as to hardly qualify as vampires. They're level 10, don't use vampiric drain spells and have no perks. With this mod they are now level 15, have vampire drain spells, and have slightly better equipment and perks to be more threatening. They now fight like other lower level vampires, instead of like random lumberjacks. 

Maluril: Maluril is a mage who Nazir treats as highly threatening, and yet in vanilla he is among the weakest NPC's in the entire game. He is level 1, has low stats and skills, and doesn't even know any spells; he uses a staff to attack with sparks. With this mod he is now level 25, has numerous dangerous destruction spells and perks to make good use of them. He now particularly specializes in fire spells, and he will use them to very good effect, with the Augmented Flames, Destruction Dual-Casting and Impact perks combining with the expert level fire spell Incinerate and the widely spread fireball spell to turn his fire spells into deadly projectiles. This mod also fixes a vanilla bug where he is part of the Dark Brotherhood faction and this sometimes caused killing him to cause problems with the guild. 

Helvard: Helvard is a housecarl to a jarl, who is level 4, has no perks and low skills. The only good thing he had was a steel mace with a low level frost enchantment. With this mod, that frost enchantment is higher, he is now level 40, has better stats and has a few perks as well. He should now compare to other housecarls and in turn to bandit chiefs in terms of power. 

Safia: Safia is actually okay in vanilla, levelling to level 35. However, she has only levelled weapons, and her crew aren't very threatening. She now has a Daedric Sword with an absorb health enchantment, levels to level 50, has a few perks, and has higher stats. Her crew has also been fixed to help her more readily and be far more capable of doing so; all have been powered up in ways designed to match their respective backstories, with equipment, skills, levels and perks. There was also an issue where she was part of Haafingar's crime faction even though she's a pirate, which this mod fixes. 



Recurring "Dark Brotherhood Forever" Targets:

All of these recurring targets were absurdly weak, with a mage who knew almost no spells and couldn't use them, and hunters and warriors who were level 1 and had minimal stats and poor equipment. 

The Reckless Mage, Seasoned Hunter, Beautiful Barbarian and Grim Shieldmaiden are now far stronger, and will genuinely be challenging opponents. All are levelled up, and have been given better weapons, skills and stats in general, and the Reckless Mage in particular has some useful spells to attack with now.
