As a 'demonstration', in my modded game, Dragon priests have over 800 magica (and about 2k health). With this bow, without even upgrading it, it deals more health damage per shot than a fully upgraded dragonbone bow with over 100 smithing (thank you uncapper .dll). That said, for my own game I buffed the base damage a bit and removed the upgrade recipe for it so it's only really a viable option as a mage killer, and otherwise very weak vs every other enemy.
It's currently also set so that if you fortify an enemy's magicka with a poison, the effect will not work. The enemy needs to naturally have 100+ magicka for bonus damage. The bright side of this: if the enemy uses all of his magicka, the effect will still work. You can only reliably have it one way or the other.
The idea for it was roughly based on it, and based on the bow I crafted for the original Skyrim as a mage-killer. I had one for that, one for soultrapping, etc. I just wanted something that would hurt mages more (like sun damage). That, and as the dwemer were a people of logic and not magic nor the divines... It fits.
