As a random thought, I only really get this issue if I run out of stamina (generally sprinting) while some magic effect is replenishing my stamina (soup or potions--I've modded mine to heal over 5 seconds). Otherwise, I've never had the issue. I think the game detects stamina being depleted while at the same time it's getting refilled, so when it tries to detect the stamina returning, it fails, and keeps the panting fx going. The fix would be to disable looping audio so it only happens once every time stamina runs out (Bethesda--why isn't this a thing?), or to have a polling script check every few seconds if stamina is not equal to 0, and if yes, disable the sound. The second option is obviously the worst solution, and I wouldn't know how to affect the first one. Optionally, avoid the situation stated above or quicksave/load.
That said, muting the panting sound *will* prevent any and all instances of the character audibly breathing heavily in game. Sometimes the simplest solutions are the best.
