ELAF HOUSECARLS LIVE INDEPENDENTLY, they dont spawn when you become thane, they live from the beginning, buy only join after you become thane.
This doesnt add or modify NPC record (to add compatibility with any npc overhaul mod), only changes dialog conditions.
I recommend to install one of this two, so housecarls have "life", and their own packages.
