I love mods like this, and your mods that add letters from NPCs and the autographs one, etc. They're such simple things that make such a huge difference in immersion for me.
You could implement this feature to forges- likely done with lighter restrictions- instead the player will need to ask the smithy for permission to use the forge, at which a skill/relationship/faction check will commence.
Hunting Licence is one for sure, a bounty on skinning would be great especially for Hunterborn.
A player using Jayserpa's mod become a bard might be required to pay a license and prove their musical talent before being allowed to bother the denizens of Skyrim.
Taxing possessions such as the player horse, house, the alchemical and enchanting tables etc could be doable.
A cool mod idea in the spirit of this would be receiving letters from Jarl's and important persons upon completing significant quest (particularly becoming Arch Mage or defeating the Blood Horker pirates, since such events are likely to be of interest to the Jarls).
Very cool idea, gonna give this a try. I do have one question, does the mod determine who is a trainer or not via hand picking them yourself or through a more automated feature? I'm curious if this would pair well with Zim's Trainers Expansion or other mods that add new trainers. Sorry if the answer is more obvious, I don't fully know how everything in the game interacts.
No worries if it doesn't, it just means that only some trainers are certified to hand our actual certifications ;)
