I'm glad you liked Joker. I wasn't aiming for any particular look with him. However, with Harley. I was aiming for her appearance in "Batman - The Animated Series" 90s cartoon. I agree it missed the mark a bit. Exaggerated facial expressions is really what brings the characters to life. Unfortunately, Skyrim's MFG commands don't really have enough control to bring out that level of expression in the character. Especially the BIG SMILE they both have. EDIT: Thankyou for the criticism. It inspired me to create an inspiration/comparison image. That I think shows the intended direction for Harley's look more clearly.
