Thought it wasn't working, until I realized Quest Objectives give you only 10 XP while side quest completions will give you 50 XP. Honestly, this is a good enough nerf. You get a little XP, but not too much, and I feel like 20 XP per one of these sidequests completed is good enough.

A question - there's a mod for Experience+ALSAL but it seems that only one half of it works. I can't understand, though I've checked it in xEdit. Can you take a look or maybe do your own new version? If not, sorry for disturbing.
The mod author of that patch is still active and sort of explains in the comments why it is not working as you might expect. Could you share what is not working?
