   I don't get access to character creation, all I get is "You picked a bad time to come back to Skyrim, kinsman."

      just use console command by pressing ` key button under the esc key and type showracemenu and there you go

      It's a saved game that starts at the Character Development, where you create your character.
      
      Simply download and put the SAVED GAME in your:
      
      <drive>:\Documents\my games\Skyrim Special Edition\Saves
      
      Then load your > NEW < game with this saved file.
