I cannot find the original version that allowed NPCs to have these vfx as well. I'm curious to try both out.

  You could remove "NOT IsActor(Skyrim.esm|0x14) AND" and "IsActor(Skyrim.esm|0x14) AND" in ini files of skse\plugins\MuImpactFramework folder
