Not really, but you can install this mod without activating it. Then go to some place in game where you frames are low and make a save. Then activate this mod, restart the game and see if it makes the frametime better. If not then you can uninstall this mod. Or you can check this ini file and play with some of its settings. I think most settings are covered by engine fixes expect for mutex, but im not 100% certain about that. Its just a dll plugin so you can test in peace without breaking your save

Don't use SSE Fixes, use SSE Engine Fixes (skse64 plugin) instead. SSE Fixes was causing me to CTD everytime I hit an NPC with a weapon or my fists (and I followed the steps above), it also doesn't play well with Precision from what I've heard
I can confirm what Sun74 said. I've spent too much time wondering why it crashed when I hit an enemy. Turning off Precision did the trick but I was skeptical because it should work with the latest version of Skyrim. Turns out, this outdated "fixes" mod caused more problems than anything.
SSE Engine Fixes doesn't do the same - while this mod changes the loop to a more efficient one, SSE Engine Fixes caches forms instead. Caching is not free, it takes up RAM and in tree heavy areas, like Sarethi Farm for example, my game starts lagging and frequently crashes. My game is heavily modded, 1165 ESPs, and this fix used to make a lot of difference. I wish it was ported to modern versions of Skyrim.

the mod isnt "broken", its just made for 1.5.97. your game might start on later versions but that doesnt mean the mod is working properly.
the replacemutex function is not included in sse engine fixes, and i personally saw a decrease in load times. there is still reason someone might want to use this mod. it works the same as it always has
