For Alternate Start users, allow the assassin to spawn before the main quest. The Jarl shouldn't be busy if there is no dragon attaking.
(Alternate Start is not hard requirement, but this mod is meaningless if you do the vanilla opening. Other alternate start mods should work too)
Removed conditions about MQ103(Bleak Falls Barrow), so the assasin will spawn even you haven't been to helgen.
Compatible with the Unofficial Skyrim Creation Club Content Patches
If you have already taken quests like dragon rising or civil war, you still have to finish those quests first.
FYI: unlike some posts stated online, in vanilla the assassin actually can spawn before killing the first dragon. But the time window is very short, just after gaining the quest to bleak falls barrow and before giving the dragonstone back.
