It is probably easy to restrict 4 houses (except Whiterun), but they are already past some quests and friendly relations, and there are mods that tweak this conditions. It is also easy to restrict letters and dialogue options for Hearthfire houses. And I would keep Breezehome alone as it is tied to the main quest and it could become too chaotic.
So all in all it is almost possible, but I cannot say that I see a lot of sense in more restrictions here.
Found a (possible?) issue where Ri' saad declines you if you are a kahjiit. Pretty ironic, isn't it? this may be a problem with this mod, if it is not, please tell me!
I have just checked - Ri'saad talks to me with the mod enabled. But I know for sure that he wouldn't be that talkative if you have my other mod - Dresscode.
The thalmor employ the help of the khajiit. during the void nights, which they caused in the first place, destroyed khajiit's ability to give birth and then the thalmor brought back the moons and the khajiit love them.

It always bothered me trying to play a furry in Skyrim. The Nords dislike and don't trust them, don't even let them in their cities. So it always broke immersion for me when the city guards would let my furry walk around with no trouble. Anyway... Maybe add an additional condition that they'll speak to you if you're carrying Skooma?
Khajiit are more than welcome in very city its just there are no inctances where there are khajiit that are allowed. the caravans arent allowed to sell their wares because the carry illegal goods and "jzargo lives in winterhold which has no walls. actually there is one instance, the thalmor khajiit who attacks you in riften got in without a problem and no one batted and eye
Its a misconception that kahjiit aren't welcome in cities. They are more than allowed its just the only khajiit in Skyrim are the caravans who are not allowed to sell their wares inside the cities because they are notorious for carrying illegal goods but are still technically allowed to enter the cities and the only other khajiit is J'zargo who lives in Winterhold which has no walls and anyone can walk through. To further prove my point, in the mission where you rescue Esbern a thalmor khajiit is sent to kill you and the guards let her in without blinking and eye and it's not like she can use her thalmor authority to get past, Riften is a stormcloak occupied city.
A little surprised that being a Jarl of any one region's respective inns also reopen services to them, but interesting premise for a mod. Makes playing more difficult initially for Survival players who choose one of these races. Do you plan on adding further service denial, such as for Dark Elves at certain vendors - maybe the blacksmith for example - in Windhelm?
Seemed to me you felt bad about making this mod. If it makes you feel better, don't think about it like that, but as a challenge mod, makes your race choice even more impactful gameplay wise, brings more diversity for your playthroughs.

Not sure if it suits everyone. But I can make a separate version with this function. It is quite easy.
