There is an alternative, that handles even more issues, see here. Since 1.1.0 this is actually compatible, since this mod ignores actors with the relevant perk.
Currently NPCs like followers don't benefit from gear that is enchanted to improve specific skills, like a +20 to block skill. This DLL calculates the skill total behind the scenes, whenever one of the following happens:

- An NPC changes equipment
- An NPC gets or loses a buff
- An NPC is in the crosshairs of a player
