No noticeable difference for me but your mileage may vary. For me the worst performing areas in Skyrim are always random exterior cells that aren't realistically combat prone areas. I think it's important to keep that in mind since you would think the effects of this mod are mainly seen during combat (Magic effects, ghostly remains, etc). Hopefully that makes sense and gives you some direction.
My game runs very solid, at worst hovering in the low 60s. If it helps, my specs are as follows:

Seem to be having this issue whenever logs are dropped down. A flash of light appears for a second then fades away. The Fire Magic Lingering Lights module seems to be the culprit of this.
not sure why but for some reason I get brite white light on the house near whiterun stable and similar with torches on the way to main entrance to whiterun. I have managed to get your mod to work with ICE once side active. I am also using the full LUX sweet and Ember XD
Some reason with ghostly remains selected the brite lights appear.

TL:DRIf you're experiencing issues, try removing the Fire Magic Lingering Lights module first. It's the most likely to cause issues.
Nothing has changed. This mod is... -wait for it- modular. I know right? Amazing. You can literally choose which parts you want incase some parts conflict.
Yes, I read that perfectly, I removed the module and the lighting problem was solved, but the FPS drop and some incompatibilities with ENB lighting mods still persist.
Sure it could've been a diff module but the others don't really touch things that are constantly prominent within the game like fire. You can see this for yourself if you look at the particle shaders the files are attached to.
Either way it makes literally no sense whatsoever if you removed it and observed a change in lighting but still had a performance hit.

Unfortunately it doesn't help but i've narrowed it down to this SmokeParticles01.ini being the cause the extra particle light that was causing the additional light. I've removed it for now but the other settings are fine and I would like to thank you for that!

Not sure if this is working for everyone else but I'm getting a giant performance hit and some really odd lighting choices (waterwheels and smoke sources getting white lights, at night)

If you've got a bright white/blue light near Alvor's Blacksmithery in Riverwood (and another just inside Whiterun).... it's the lighting effect this mod adds to smoke.
Delete smokeparticle01.ini in this mod's particle lights folder to resolve the issue.
For those concerned about performance hit: Using the "Smoke particle" ini will give a pretty big hit if you already have Smoking Torches and Candles! Especially when there are bunches of guards walking around at night with torches. We're talking 20+ FPS hit on 5600X+RX6600. Without this INI, I get 87 fps Whiterun at night. With this INI I get 55 fps...
I personally don't use that mod, but yeah doesn't seem like a good combo if all those other things are also constantly emitting smoke and each one of them now has lights attached.
I could maybe see about making a workaround with a nif edit for fire spells that points to it's own smoke fx texture.
If it bothers you, you could avoid using that part of the mod until something better comes along.
cull=true will get rid of the smoke texture but the light will still be there.
if you want to disable the light, you can remove that file (if you installed manually). if you used a mod manager, reinstall without the Fire Magic Lingering Lights module.
