Makes some much needed improvements to BecomingNplus1's awsome mod to take it from an eyesore to a must-have.

The idea behind Detailed NPCs - Chain and Shackles for NPCs is great but it comes with some major issues that made me not want to use it in its base form.
This mod makes the following changes to fix those issues as well as some minor tweaks:
- Moved the shackles from the feet slot to armor slot 54(not used in vanilla):
The most important change in my opinion, this removes the broken, single-weight, non-gendered foot mesh from the original mod.
The shackles will now instead be worn on top of the wearer's feet, footwraps, boots etc.
- Added a GND mesh so the shackles won't show up as iron boots in the inventory or when dropped
- Fixed the DISTR.ini where AND filters were used as OR in the original mod
- Changed the item name to "Chain and Shackles" to fit the mod name
- Optionally adds chain rattling sounds from ISC on movements, the original mod had no footstep sounds.
