Honestly, I'm looking at the file packing scheme in 7zip and it looks like this isn't even a standalone follower. There are a lot of assets missing and there is no esp which means she hasn't been placed in the worldspace in skyrim. You really should take this down and track down the rest of the files because there is no way this could work as a functional mod.
No it's all full and correct. You don't always have to have the hair meshes separately in the folder once you create the head and once you merge the heads. You need High poly head for this to work but that's the only dependence. Try it you'll see
