They idea is easy (though it took me some time to understand how to implement it): if an NPC wears at least one apparel with the keyword "ClothingRich" and you, the player, do not wear such things at all - they would just plain refuse to talk to you. Immersive. Have fun.
I can think of two ways to deal with that: 1. Wear fine clothes. 2. Steal their fine clothes.
Probably there are more ways.
As per version 1.1 you cannot anymore circumvent the clothes check by shouting load enough (using Remote Interactions). If you want this option, use the version 1.0.
