Then that means they didn't died from the virus. xD
In UK "we are doing over 100,000 tests a day". Which included tests posted out, not actually performed. I guess they count them again after they have done the test, and again when they get the results.

Jarl Balgruuf = People of Whiterun. We are doing so well here. We’ve had far fewer deaths from this horrific virus than any other major city in Skyrim. You can be assured that here in our wonderful city we can boast of how low the death toll has been.
Questioning Kev = Sir, is it true that you are only counting the people that have died in the hospitals? What about the people who have died outside?
