Does using your MCM work for that? If yes, may I ask the steps? Simply toggling it doesn't seem to change it, which may be related to "This only affects a reset before the quest starts," which I also don't understand fully.
Thanks in advance for any response.
The civil war is a very complex questline and it isn't entirely clear how these properties would affect it.
I know that changing them would affect who controlls the vanilla forsts when you clear them but beyond that it is hard to know.
I am fairly certain though that changing it at this point would not help you.
For changes to occur, any quest that checks these values would have to run again after changing it.
