While it shares some similarities with CCO (like the standing stones), the intend is merely to provide a customizable and compatible mod for character starts. This is in contrast to CCO where you have to select a class, ever if you just wanted to select a birth sign/standing stone.
Why was there a menu, it was impossible to make a choise from already standing stones, with the expectation that they still need to be reached and possibly die several times along the way?
I'm afraid I don't understand your question - If your character already has a standing stone the power won't do anything, as the mod is meant for newly-created characters. If you are looking for a mod to easily switching between standing stones without having to discover them, I may add such a feature in a future version.
I was expecting alot more, something similar to Daggerfall's character maker where you choose your character's strengths, flaws, weaknesses, what he can wield/wear and can't.
That is an interesting idea, especially the inability to wear certain items (or by heavily discouraging their use). Since the goal of this mod is to remain as compatible as possible I will have to think about which features to implement in the main mod, and which are better suited for an add-on. However, providing an optional ability to weaken your characters use in one area (to possibly buff others) could be implemented in a very compatible-friendly way.
Looks pretty intriguing! Just of curiosity would this work with AZ Tweaks? It overhauls divine blessings in that you gain bonus stats by performing certain tasks for your divine of choice (f.e. gain .25 stamina/sec for carrying Statue of Dibella while under her blessing).
Edit: I probably should've read your whole description as far as incompatibilities are concerned before I typed this but AZ Tweaks can be a little sensitive at times.
Interestingly, this mod offers very little for players of AZT, since that mod has its own version of Standing Stone Selection. The divines power basically saves you a "coc solitudetempleofthedivines" :) . However, as you have figured out, there should not be any incompatibilities
