I hope someone can help me. I'm using this mod and of course Wet and cold, but with my ENB the overlayer with my character just comes off as fullbright, doesn't at all look like how it does in the screenshots, just a big walking white mass bright in the night.
In comparison to Alternative Frost Effect, this one looks "meltier" and more subtle. It gives the feeling of melting via natural body temperature, whereas Alternative Frost Effect looks like fresh snow.
Both mods modify the same thing, and that's the only common thing about it. They modified a texture in their own way. It's not a copy. Similarly, it isn't obvious on which of the two mods, both of which do a similar modification, are better. They're both made to be aesthetically appeasing, albeit with different tastes in mind.
You can attempt to argue that it's copying another mod due to the nature of the modification (a texture replacer). However, having the same nature doesn't mean its the same. If you want proof of that, https://www.nexusmods.com/skyrim/ has a tag system, which you can use to find other mods like this. The purpose of this mod is to change the aesthetic of the wet/snowy effect, in hopes that you'll like the change.

It's all a matter of preference.
