There are oldrim mods that work in SE, I tried this mod in version 6.353 and it works, I can enter the configuration spell and it has not corrupted my game, for a clean installation and uninstallation do it with a mod manager.
Good concept, but I tried the mod. I only kept it installed for about an hour. Wasn't really a fan, enemies stopped taking damage from most direct sources like arrows, swords and most spells. They still took damage from secondary sources like bleed-out damage, fire, and poison.
There is something I'd like to understand. You say it's multi threaded, what does it change exactly? From a quick search, I learned that oldrim is poorly optimised for multi threading, making single threading usually more important. Does that mean that your mod make use of multithread, thus not burdening the one the bulk of skyrim game is going on?
I appreciate the idea and it seems well executed, but I can't justify the download when there's already a stable mod that does the same thing without an esp.

Keep up the good work, though!
IMO The locations and overall implementation is better.
I highly recommend it!
Not to take away from this mod though, as I have not tried it.
I will report that it was working in SE.
Operation is lighter than "Basic Location Damage"! It's fun.
Thank you.
