That's intended & a part of vanilla Requiem that was kept. Use Vampiric Drain, drain victims of their blood, or get some Elixirs. Surpassing Healing Potions (the full heal ones) work with vampires.
How do I convert Requiem's Empty blood phials to Elixirs of blood? In clean Requiem I used to pick up "blood" item from fresh kills and it swapped an empty phial with elixir, but with Sacrosanct I do not get blood from fresh kills and my phials are staying dry.
I did not touch them in that regard from what I remember. Keep in mind however that if you play with fast travel off, it'll be very time consuming to actually get the shouts, as you'll have to move your butt to high hrothgar to get them.
Going through your patches, your sacrosanct patch, in the "SCS_VampireSpells_Vanilla_Spell_VampiricDrain_Stage3 "Vampiric Drain" [SPEL:0008D5C1]" spell, it calls on a keyword "xx2EA062" that is supposed to be from your patch, but it doesnt exist.

a quick look says that it should be calling requiems "AA000XarrianNoLifeDrainAllowed [KYWD:982EA062]" instead of your esp.
