I was able to get this to work in Special Edition with SKSE64 installed by running through Nif optimizer then running it through the creation kit to create a new esp. seems to work fine. Added the spells using console commands to verify, did not however, go to the iceberg where the necromancer is located. But the spells work and the skeletons appear as normal. The command spells worked as well.
I remembered having fun with this mod with my mad necromancer char. Sadly, there's a bug in this mod where newer skeletons will just stand & follow my char if they die too fast. So as my char rampage through Whiterun, the newer skeletons spawned would just gather around my char & wouldn't listen to any commands.
But for dungeon runs, if I keep it to like 5 then it's manageable. I'm somewhat disappointed, it was fun when it comes to clearing the map, not so when I want to go nuts.
Awesome i have always loved how in Diablo 2 you could summon 30ish Skeletons and have your own Army of the Dead to fight for you which is what Skyrim or any Elder Scrolls game needs.

Ask the mod author if you can release it.
I don't think the mod Author is active anymore. I haven't seen him/her post in a while. I'll have to message them to see.

Ok so I assume this mod uses SKSE, even though it doesn't state it in the description, because I attempted to do a simple port in the creation kit and skyrim se won't even launch, so I suppose we are stuck waiting on SKSE64. I was also hoping to use this mod to help make some of my own.
This is what I was looking for! I know if we have dawnguard dlc we can have conjure mistman spell which can summon a mage mistman (two with twin souls perk) for 60 seconds but it isn't enough (it cost 118 magicka, according to elderscrolls.wikia and will be difficult for non mage characters). But this mod is really perfect. I really like it!!
