I realize I'm a little late to the party, haven't played Skyrim in a while and I just got back into it again. For those of you having an issue with this mod already installed before the "Dragon Rising" quest try looking around a little more. I ran into the same problem as everyone else, couldn't find the survivor and the Whiterun Guards were just chilling. I found the survivor near the tents next to the smelter. He does spawn with this mod already installed, you just need to look for him.

Trust me m8, if you update this mod and rebuild some more ruined towers as outposts of the closest city adding guards etc, you'll get thousands of endorsements! It's so great to see ruins being fixed, even small ones, huge boost to ingame experience! Pls update your other mod ''Whitewatch Tower Camp'', it's awesome! Also, see if you can make some of guards UFO compatible so we can dress them as we like. Thx!
I second such a notion. Falkreath Watch Tower would be an ideal one for being rebuilt. And like Western Watchtower Rebuilt it should be something which should be activated after having completing certain requirements. For instance, not activating it until after doing the quest for the Jarl of Falkreath or until the player becomes thane.Although, depending upon how one handles the Falkreath quests both could happen about the same time.
I use Whitewatch Tower Camp as well and really like it even though there are some NavMesh issues with followers, nothing I can not work around thanks to UFO's 'You could dress better' dialogue

Making them UFO compatible would allow for you to upgrade and / or alter their gear, but regardless how they where equipped their faction would be the same, assuming I understand the whole faction relation correctly.
Indeed. It is after all Wester Watchtower Rebuilt with an emphasis on the rebuilt part. You need to let the dragon destroy it before it can be rebuilt.
I strongly urge anyone not to be in the same exterior cell when you do activate it. Probably best to do so from an interior cell.
I've used this mod dozen plus playthroughs without a glitch. It is probably one of the most stable upgrades I've encountered.
Why does this mod edit Vlindrel Hall and Fort Amol exterior? Seems like lots of dirty edits here and there. And from what I can see, this mod down right DELETES triggers for the Dragon Rising quest. Not very sensible approach, you could've left them since they only serve one purpose.
Hey guys, thank you for this mod, I've been using it before when I was an Imperial, but now, me being a stormcloak, them whiterun patrols are killing other stormcloak patrols. I really dont want to remove original whiterun patrols from there, actually I'm quite happy to see the so familiar original whiterun armor and shield, but poor guys are having serious fights with the stormcloacks. i was thinkink: is there a way to modify patrol ownership or behaviour in creation kit so that they become friendly to stormcloaks? Actually I tried that myself but I'm not much of a modder, I got lost in the details, my modding attempt is a total failure. Is there some guide outthere that'd give some hints bout how to do that? I really want this mod but he constatnt fighting around the tower is kindda gamebreaking... Thanks for any advice.
What is up with the npc guard ai? I was headed toward the fort and bandits spawn from my OBIS mod. I being at a low level I rushed into the camp hoping the guards would assist me as they had always done at this locale prior to the install of this mod. Imagine my surprise when the guards were content to look on and mutter about "are those guys really gonna fight?"
I have uninstalled the mod for this reason, however I still endorsed because the refurbish was decent enough.

Unfortunately breaks the main quest line (lone survivor guard does not spawn/trigger dragon attack).
